FAO OPEN SESSION - SINTESY

Today open cerimony of the FAO Summit based on a finish document elaborated yesterdqy Two foundamental elements of this document: first of all it is a very ‘light’ references concern to food’s right for all. This point confirm the idea of the Poor assistance without the principles of Right of Food, one of the foundamental point of the contemporany Food Sovereign Forum. Even if the small reference to Food Right in the document comes from a european’s mediation, that have to come oer the obstacles of the USA. They shold be very happy to avoid this point. The second principles of the Document concern the limited open to biotechnology. This position is completely far from the proposals come from the Food Sov. Forum, where is very strong the comdanne to Biotecnology and GMO. But yesterday at the Forum there were a lot of applauses to the Fao General Secretary, Jacques Diouf, the same one who today open the worksession after the italian governament rappresentants.

The summit is opened by Silvio Berlusconi, after a very long retoric and empty discourse without any innovative contribution. Valter Veltroni, Mayor of Rome, praised his and the other italian and worlds Major’s work on their good intentions. Jacques Diouf, FAO’s secretary praised instead the contribution of the NGO (that obviously don’t have a great role inside the food politics adopted in the orld from governament), while he criticized the absence of the most industrialized countries. Infact he underlined the absence of the Western Countries, completely indifferent concern discussed themes; probably they know how continue to make hunger the world itout the usefull FAO suggestions. The most industrialized countries rappresented to governament level are only 2 on 29. Diouf remarked how the promesses made untill now about food are not keeped and how the governamnt contraddiction their words.

Some infomation about Summit Program.

From tuesday 11 to thursday 13 with the plenary work session, three different groups of delegations of present countries start their discussion round tables.

On wensday 12 it is suppose to have place a meeting between governament and NGO delegates; some of these are attend to the Food Sovereignity Forum.

During the summit almost 40 'Side events' are foresee like frame events.

A part of them are addresed to present principal Fao activities, and an other is focused on meeting group organization of regional groups, economic or agricoltural, come from the summit to meet delegates of the same donor countries to establish te regional priority.

SINTESI: Riguardo al documento iniziale della FAO, finito di preparare ieri, sono due gli elementi principali: il primo è rappresentato dal riferimento molto blando sul diritto al cibo per tutti. Così continua ad avere piu’credito e peso la versione sui poveracci da salvare piu’ che sul diritto inalienabile di uomini e donne a nutrirsi, che invece è uno dei punti fondamentali del Forum per la Sovranità alimentare tenutosi anche oggi in parallelo. Comunque il riferimento minimo sul diritto ad alimentarsi sarebbe stato ottenuto attraverso la mediazione di Europa e con il contrasto di paesi come gli Stati Uniti che non sarebbero disposti a far passare nemmeno questo. Il secondo elemento principale della dichiarazione FAO riguarda lapertura, seppure limitata, alle biotecnologie. Quindi si parte gia’ molto lontani e su altri binari riguardo alle dichiarazioni e proposte ascoltate  allinterno del Forum per la Sovranita’alimentare dove è stata invece forte la condanna di biotecnologie ed Organismi Geneticamente Modificati. Eppure ieri c’erano stati al Forum tanti applausi per il segretario generale della FAO Jacques Diouf, che oggi ha aperto i lavori del Vertice dopo gli interventi di esponenti governativi italiani. Discorso lungo e retorico innazitutto da parte di Berlusconi, mentre il sindaco di Roma Veltroni ha tenuto una sviolinata sulle ottime intenzioni dei sindaci italiani e del resto del mondo contro le disuguaglianze. Il solito discorso di buoniste intenzioni. Per parte sua Jacques Diouf, ha criticato lassenteismo da parte dei paesi più industrializzati, mentre ha invece lodato il contributo delle organizzazioni non governative. Realtà queste ultime che certo non incidono molto a livello di politiche di alimentazione nel mondo adottate dai governi. Quindi cè da sottolineare l`assenza di diversi capi di Stato occidentali, a quanto pare disinteressati alle tematiche discusse e che probabilmente sanno già come continuare ad affamare il mondo senza i consigli inutili della FAO. I Paesi piu' industrializzati presenti, rappresentati a livello governativo, sono solo 2 su 29. Inoltre Diouf ha sostenuto che le promesse fatte finora su alimentazione non sono state mantenute e che gli atti contraddicono le parole dei governi. Riguardo al programma del Vertice alcuni cenni. A partire da martedi' 11 fino a giovedi' 13, parallelamente ai lavori dell'assemblea plenaria, le varie delegazioni dei paesi presenti si suddivideranno in tre gruppi per dar vita ad una serie di tavole rotonde. Mercoledi' 12 un incontro da segnalare: dovrebbe tenersi un tavolo di dialogo tra rappresentanti dei governi e delle Organizzazioni non Governative, alcune della quali stanno partecipando al Forum per la Sovranita’Alimentare.

Per tutta la durata del summit sono previsti inoltre una quarantina di 'Side events', vale a dire eventi di cornice. Una parte di questi sono indirizzati alla presentazione delle attivita' primarie della Fao: un'altra e' focalizzata nell' organizzazione di riunioni di gruppi regionali, economici od agricoli che vengono al summit per incontrarsi con i rappresentanti dei loro stessi paesi e con quelli dei paesi donatori per stabilire le priorita' regionali.
