pure-pw useradd <username> -u <userid> -d <home of the user. He will be chrooted here>

You can set also the duration. Maximun bandwith and so on. man is your sex mate. ;)

Important!

You must update the password database but there's no need to restart the daemon. 

pure-pw mkdb
